If you acquired the game through the Epic Games Store or a standalone Windows installer, your saves are typically stored in a different folder:

Once you launch the game and confirm the new save is working, you can go back to Steam Properties and re-enable the Steam Cloud option. Steam will upload the new save to the cloud as your current progress.
