v1.3 is many years old. Modern Windows updates or newer GPU drivers may cause compatibility issues with such an old build of the game.
If you have 8GB or less of RAM, check the "Limit installer to 2GB of RAM usage" box to prevent crashes during decompression. Run Setup: Execute setup.exe and follow the prompts.
